Original Birth Records Status by State

While the overwhelming number of states still deny Adult Adoptees access to their Original Birth Records (OBR), in recent years, a small number have reversed sealed records laws, and other states are considering similar legislation. In 2011, Illinois became the largest state in the Union to provide Adult Adoptees this right, providing 350,000 adoptees access to their records.

For a State-by-State breakdown of OBR status for Adult Adoptees you can download the following US Department of Health and Human Services Report Access to Adoption Records by State prepared in June, 2012 or go online to search the statute information for a particular state.
